Why are cops liars? Please help me?

Ok so my boyfriend got stopped by the cops because of his brake lights, but we have a BMW and it has an electricity problem. The light goes off for 10 seconds and comes back on. Then the officer walked back with 2 tickets and my boyfriend asked why did he get the ticket, the officer said to stop arguing and arrested him. As the officers walk to their cop car they realize the lights on the car were working so they took him to the percent and released him with 3 new tickets which were lies; the tickets were reckless in danger, disorderly conduct and improper turning. Please help what should I do? And I still have the 2 tickets that they wrote to him when they stopped him.
