How to design reinforced concrete beams?

If the beams aren't too large it would be easiest to construct if the size and rebar were the all the same (and designed for the maximum moment). However, it is usually better not to over-reinforce a concrete beam because it could lead to sudden failure under the right conditions (under-reinforced concrete shows warning signs before failure).
