THUMBS DOWN-- should they be free, or should they cost the "thumber-downer" to use them?

I made a similar suggestion on Yahoo Answers (not the suggestion board) I can't find it now but I wrote that we should GET points for giving thumbs both up and down and I suggested GIVING 2/10 or 1 5th a point per thumb (up and down) and I wrote that Yahoo might want to change the field for displaying points to display decimals.
